On July 10, 2025, Ontario Regulation 153/25 was filed to amend the Rules of the Small Claims Court to reflect the June 8, 2025 decommissioning of the Small Claims Court E-Filing Service Portal (SCC E-Filing Service Portal) and related expansion of the Small Claims Court Submissions Online Portal (SCCSO Portal). This regulation also introduces various housekeeping and consequential amendments.

Specifically, the regulation amends 4 rules to:

  • Revoke the entire Rule on the SCC E-Filing Service Portal (R. 1.05.3).
  • Revise many of the rules within the SCCSO Portal Rule (R. 1.05.4) to:
    • support the portal’s expansion to all plaintiff’s claims
    • clarify that not all documents submitted through this portal require manual review by the clerk (as most plaintiff’s claims will be eligible for automatic filing and issuance, as they previously were through the SCC E-Filing Service Portal), and
    • clarify that this portal cannot be used to file documents with the sheriff or bailiff of the Small Claims Court.
  • Introduce housekeeping and consequential amendments (rr. 1.05.2, 10.05).

A summary of O. Reg. 153/25 is available on Ontario’s Regulatory Registry at 25-MAG010.

These amendments came into force on the filing of the regulation on July 10, 2025.
